Tariff for pilot services

1. This Tariff sets out the amount of the basic charges and other charges for pilot services in the Port of Gdynia.
2. The amount of the basic charge for a pilot service is levied on the volume of the vessel or the towing convoy.
3. The volume of the vessel or towing convoy is calculated according to the formula:

   V = L × B × T

   where the individual symbols denote:
   • V – the volume of the vessel or towing convoy, expressed in cubic metres,
   • L – the length overall of the vessel or the length overall of the towing convoy comprising the sum of the maximum lengths of the towed unit and the tug, expressed in metres and centimetres,
   • B – the maximum breadth of the vessel or the maximum breadth of the towing convoy comprising the dimension of the widest unit in the convoy, expressed in metres and centimetres,
   • T – the maximum draught of the vessel or towing convoy, to the summer load line, expressed in metres and centimetres.
4. When calculating the amount of the basic charge for a pilot service for a towing convoy, the volume of harbour tugs is not taken into account.
5. If the cargo or installations of the piloted vessel or towing convoy extend beyond the outline of such a vessel or convoy, the dimension of the vessel or towing convoy including such cargo or installation is taken into account when calculating the volume.
6. The summer draught of vessels means the draught corresponding to the summer load line (other than timber load lines) determined in accordance with the International Convention on Load Lines, and for vessels for which no load lines have been assigned — the greatest current draught.
7. The volume of the vessel or towing convoy is calculated on the basis of the data contained in the register books of the British classification society, published in Lloyd's Register of Ships, unless an international tonnage certificate or a ship's certificate is presented when ordering the pilot service.
8. For a pilot service on floating units whose dimensions cannot be determined in the manner specified in Section 7 above, a contractual charge is levied depending on the type and size of the piloted object.
9. The basic charge applies to pilot services performed during the inward / outward passage of a vessel or towing convoy from or to the roads of the Port of Gdynia, or the passage of a vessel from the roads of the Port of Gdynia to the roads of the Port of Gdańsk or vice versa. For pilot services provided in the remaining ports of the Gdynia – Hel – Władysławowo pilotage district, the additional charge specified in Section 15 of this Tariff is levied.
10. Table of basic charge rates:

11. The basic charge rates specified in point 10 above are increased for:
    1. pilot services comprising the shifting of a vessel within the Port of Gdynia – 10%,
    2. pilot services performed by two pilots simultaneously – 25%,
    3. pilot services within the shipyard area – 10%,
    4. pilot services comprising the docking / undocking of a vessel – 25%,
    5. pilot services whose performance, due to the conditions, requires the pilot to board the vessel with the assistance of a specialised unit – 20%,
    6. ordering a pilot service for a vessel without operational engines or steering – 25%,
    7. ordering a pilot service for a vessel whose master holds a permit to manoeuvre independently in the port – 50%.
12. The basic charge rates specified in point 10 above are reduced:
    1. for a vessel arriving in Gdynia for tourist purposes, provided that it continuously uses the pilot service – 50%,
    2. for a tanker carrying petroleum oils equipped with segregated ballast tanks – 17%, provided that the International Tonnage Certificate (1969) containing a remark entered by the competent measurement authority in accordance with point 3 of Annex I to Council Regulation (EC) No 2978/94 is delivered no later than on the day the vessel leaves the port,
    3. from the 11th consecutive call of the vessel within the last 12 months, provided that during subsequent calls it continuously uses the pilot service – 25%. The reduction ceases to apply when, within the following 12 months, the vessel does not call at Gdynia 10 times or the master obtains a permit to manoeuvre independently in the port.
13. Training vessels and vessels of non-commercial research and ecological organisations arriving on an official visit may, at the discretion of the entrepreneur providing pilot services, receive a discount on the basic charges.
14. Where an order for pilot services justifies, in accordance with Section 11 above, the application of an increase in the basic charge on several grounds, the rates of increase provided for each case are summed. Accordingly, where an order justifies, in accordance with Section 12 above, the application of a reduction in the basic charge on several grounds, the rates of reduction provided for each case are summed. Where an order justifies, in accordance with Sections 11 and 12 above, the simultaneous application of an increase and a reduction in the basic charge, the rates of increase and reduction are counted together.
15. For pilot services provided in ports of the Gdynia – Hel – Władysławowo pilotage district other than the Port of Gdynia, an additional charge of PLN 1,150 is levied for each manoeuvre of entry, shifting or departure.
16. For a pilot service cancelled later than one hour before the ordered time, or where the cancellation of the pilot service occurs because the pilot has been waiting more than 30 minutes for the vessel's readiness to commence manoeuvres, a charge of PLN 900 is levied for each 30 minutes of waiting, provided that the cancellation of the pilot service or the delay in the vessel's readiness to manoeuvre resulted from reasons attributable to the vessel or persons acting on behalf of or for the vessel.
17. The charge for transporting the crew of a towing convoy between the barge and the tug, or vice versa, amounts to PLN 605.
18. All the charges listed above are expressed in Polish zloty. The charges stated do not include value added tax, which is added according to the rates currently in force.
19. The costs of pilot services performed on the basis of a decision of the competent authorities are borne by the party for whose benefit those services were actually performed, unless the content of such a decision provides otherwise.
20. All the charges specified in this Tariff are subject to valorisation as at 1 April of each subsequent year, according to the average annual consumer price index announced by the President of the Central Statistical Office. Such valorisation does not constitute an amendment to the Tariff.
21. The Tariff enters into force on 1 July 2022.
